How about: the fear of the unknown. There is no answer, so the conspiracy theory supplies one that attempts to explain all of the otherwise unexplainable facts.

Or, the fear of lost independence. Many conspiracy theories revolve around the fear of big government control over our ordinary lives.

Common sense is independant of theory and fact as it is all a matter of opinion for many. My own common sense and experience tell me that the government does not get the "facts" correct most of the time or just does not tell the truth at all. As for theories, the reason people have doubt and suspicion about any topic, is usually based on past experience with the subject. This is how theories are developed. If you are speaking about our government you only have to look at the recently declassified documentation the CIA was required to release. It states many facts regarding the USA's attempt to assasinate Fidel Castro with exploding cigars and poisoned milk shakes. Those are the facts. After knowing that, how could a person not have some common sense apprehension about the government, the facts, and the truth?
