Tracking cell phone numbers?

Can someone track a cell number and if so can they tell who it is and where they live just by the number? can they tap into it on a cell?

Cell phone numbers are protected by their carriers and the government. More than likely unless you already know the number, you will not be able to find out who the number belongs to.
