Have someone help you. Try on the skirt, then have someone pin it to where you want it and cut skirt all around. Keep at least 2 inches for a hem. Then sew seam binding to edge, then baste with big stitches all around the skirt so it will be even. When this is done, hand sew.

You measure all around the skirt the length you want to shorten it by, leaving 2 cm extra, by placing the measuring tape at the bottom of it and making a mark with fabric chalk, going all around it. Then you connect the marks. Cut along the line. Serge that end with white string for light coloured fabrics and black for dark fabrics. The same thing along that bottom of it measuring 2 cm. Fold the serged part at the line in. Pin it horozontally all around. Based the inside of the skirt, flip around and sew. Back beggining. Sew over backsitiching at the end.

well i would just roll the skirt up at the waist..that way if you decide to change your mind the skirt is still the same way you bought it,..and you might at a later time need a full length skirt..this way you get both with no hassle..

You would need to have some kind of experience with sewing, otherwise your edges would be uneven from not being hemmed.
My advice would be to take it a seamstress who could do it properly so you don't ruin the skirt.

Unless you know someone very handy, you need to take it to a tailor. That's the only way it's going to look like a professional job.
By the way, I applaud your choice to retrofit a garment you already have. Our youngsters have gotten to used to just running out and buying new stuff and filling up dumpsters with the old stuff. You're thinking green!

I really do enjoy wearing long skirts once in a while. They are simply actually more comfortable than Denim jeans and also much less hot to wear.
