Oh my I feel a tirade coming on!
People he helped... well almost with a little help... to write the world genocide plan a few decades back. The Pres accepted it.
Let me dig up a few~
"Military men are just dumb stupid animals to be used as pawns in foreign policy"- Henry Kissinger quotes.
“I knew Kissinger was not dead or in jail. But to this American, having him back in government is like finding maggots in a sandwich.” ~ Barbara O'Brien
Henry Kissinger, former U.S. Secretary of State recommended that Israel put down the Palestinian uprising "as quickly as possible--overwhelmingly, brutally and rapidly. The insurrection must be quelled immediately, and the first step should be to throw out television, a la South Africa. To be sure, “there will be international criticism of the step, but it will dissipate in short order. There are no awards for losing with moderation." - Quoted in 12/97
Need any more? The man is an internationally wanted war criminal responsible for the death of millions.
Oh he also said something along the line of, "He who controls the food controls the people. He who controls the energy controls nations. He who controls money controls the world."

First, the studies of the future threat of Third World populations are real--the idea that Kissinger or any serious American leader wanted to starve the world is patently false.
The basic notion was first advanced, or popularized at least, by Thomas Robert Malthus. Here is a fair summary: http://www.blupete.com/Literature/Biographies/Philosophy/Malthus.htm#Population
More recently, Paul Ehrlich's The Population Bomb (http://www.amazon.com/Population-Bomb-Paul-R-Ehrlich/dp/1568495870 ) put the notion of population as the ruination of human civilization. Ehrlich--definitely NOT Kissinger--coined the expression "death rate solution".
Sometimes we corrupt the stories for a purpose. Hitler wanted a pure germanic master race, eliminating inferior peoples. But the idea wasn't new with him. Eugenics had been in vogue for decades before. Even before that, the whole class stratification (or caste system in India as an example beyond the European context) goes back to ancient times. It is why the lives of those of nobility were worth more than lives of commoners. Ancient Rome did a census but wouldn't announce the results lest the slaves and plebes realized their superior numbers and overthrew the patrician class. Consider the Roman practice when conquering a people--keep about a third in place, kill about a third to teach the conquered people who is boss, and enslave a third, moving them away from their homeland. Even Rome understood population pressures as a bomb that could blast them unless they did something substantial. Earlier still, Egyptian through Mesopotamian and early Greek histories tell of genocidal efforts to subjugate a people by killing them off. The Bible illustrates in the early chapters of Exodus, the boy babies were to be killed so there won't be more Hebrews replicating, the oppressive work practices becoming more oppressive, all illustrate a useful decimation of a people who had become so numerous as to be scarey to the nation's leadership.
Back to your question, I have no doubt that Kissinger was abundantly aware of the future problem with populational pressures. Making the connection with 'food control genocide', however, is preposterous. The Larouche crowd is famous for malicious conspiracy talk.

From what I read, yes. Then again I'm not a fan of someone who attends @ Bohemian Grove to worship a 40ft owl either. But everything else seems possible to make gains for the owners of this world. Food, disease, disasters, anything to make a profit and make certain that they stay in power regardless of the human sacrifice needed to gain it.

Henry Kissinger, statesman, presidential advisor, and advisor to the pope said this when he was unaware he was being recorded:
Today america would be outraged if the u.n. troops entered los angeles to restore order. tomorrow they will be grateful.this is especially true if they were told that there was an outside threat from beyond, whether real or promulgated, that threatened our very existence.
It is then that all the people of the world will plead to deliver them from this evil. the one thing every man fears is the unknown. when presented with this scenario, individual rights will be willingly relinquished for the guarantee of their well-being granted to them by the world government."
He should be arrested for treason and slingshotted back to Israel by his testicles.
