A simple way you can do it is to divide the percentages by 100.
Ex:

35%

35
-----
100

Then simplify the fraction by finding common factors.

First break the numbers down into prime factors:
7 x 5
----------------
2 x 2 x 5 x 5

In this case, one 5 cancel out leaving:

7
-----------
2 x 2 x 5

This simplifies to:

7
---
20

Hope that helps ;)

Note: For number 4 write it as:

1
--
3
--------
100
-----
1

to solve:
rewrite as following and cross multiply

1........100
--- ÷ ------
3..........1

Also, you only convert a fraction to a mixed number if the numerator (top) is greater than the denominator (bottom).
Ex:
5
---
2

Because the top is greater than the bottom, you take out as many multiples of the denominator (2) out of 5. Because 2 goes into 5 twice w/ a remainder of 1 the mixed number form of this fraction is:
....1
2 ---
....2

Please disregard R Jackson's answers, they are completely wrong

1) 21% = 21/100

2) 8.5% = 8.5/100 = 17/200

3)160% = 160/100 = 8/5 (fraction) or 1 3/5 (mixed number)

4)1/3% = 1/3 / 100 = 1/300

In each case, you change it from % to a fraction by putting the number over 100. That's because "percent" is Latin for "per hundred".
