Firstly, why would she want to?
Secondly, the vagina is like a stretchy tube, surrounded with muscle. While it doesn't have an infinite stretchability, the amount it can stretch varies with the amount of arousal, and of course, how often its stretched, and the woman's pain tolerance level.
At rest, its about 3" deep.
And even if well used, pelvic floor exercises can keep it from becoming "loose".

Go ahead...then try to explain to the doctor how you got vagina or cervical cut and infected!....a ruler has sharp edges!

Unlike men, women are satisfied that they have the equipment and know how to use it...we don't care what size it is. A vagina will accomodate all size penises; the deciding factor of who gains entry is the size of the jerk.
