Berlin or Barcelona are really different.
It's like New York or Los Angeles.
Berlin has more variety of cool, funky, odd, young, wacky, artistic, creative things and people. It's greener, quieter, and (I found) much friendlier !!!
Barcelona is more drunk and smoky, more late late partying, nicer weather, great food, a little cheaper than Berlin, but you're probably right about east Berlin being cheaper than west berlin.
Barcelona's got great beaches nearby, and even mountains and France.
Berlin is colder by far, and rainy.

Well, I live in Berlin, a friend of mine lives in Barcelona, so here it is:
Berlin is definitely cheaper than Barcelona! Rents alone are about the half of what you pay in Barcelona - if you're moving into a shared flat it's about 200 to 300 in Berlin (for a very nice room), in Barcelona it's 300 to 400 (for a crappy hole). Same for appartments (300 to 400 in Berlin, 500 to 600 in Barcelona, and the latters aren't better).
Same with supermarkets, Bars and Restaurants, but there the difference isn't as remarkable and you really have to know where you eat cheap!

Well, if money doesn't count, than I would move to Barcelona (Weather, nicer architecture, the beach and sea!!, fresher fish...). But if you're a bit short, Berlin'd the better option (but you'll really have to inform where to live and all this stuff!).
