If you are replacing an existing washer and dryer most people can accomplish this. Any handyman can connect two water hoses and the drain hose. If the dryer is electric simply plug it in. If the dryer is gas turn the valve off and swap the gas supply line at the back of the dryer. Put vent hose on new dryer and push back into place. If water, drain, and gas or electric for the dryer isn't set up you will need a plumber.

Handyman? Check with an appliance store. If they sell the washers and dryers, then they will have or know of good people to install them. good luck.
