Some more info could be of help. What you're describing could be the normal pattern for some fish, or it could be describing a fairly serious condition. Could you specify the type of fish, how long you've had it, how long it's looked this way (if this appearance is new), and if the scales are sticking out away from the body?

You fish may have dropsy if the scales are sticking out. If they're not, it may have a problem with its swim bladder or constipation. See this link for more info about those: http://www.fishjunkies.com/health.php#menu

You can add info to this question by using the pencil icon under your question to "add details".

Well what kind of fish is it for one thing...and two....it could be a few things...it could be its design..or it could be a growth such as a bacteria or something living on it...none the less it is just a fish...i understand if your fish costs $10,000 but if it is less then $100 if it dies just get a new one...you will end up spending more money on trying to make it better then what it originally costs...and i know fish are not that sentimental like a dog or cat...bc u cant play with, pet of hold it.....
