I'll answer, anyway:
It is quite possible, because in the oceans (especially at depth) there are many species waiting to be discovered. After a hurricane, it is quite possible for some of these to be washed up onto beaches.

Discovering new species is not impossible; scientists are constantly discovering new ones (especially insects). However, I doubt that a hurricane occurring would affect the chance of this happening.
