No, Jimmy Carter did. Michael Moore has just built on his legacy by creating propaganda films which have been so thoroughly debunked that only completely ignorant and illiterate people would actually believe a word he says.
Unfortunately we live in a day and age where people refuse to actually think for themselves. Otherwise Michael Moore would be flipping burgers rather than stuffing his face with them.

He points out problems that need fixing.
Conservatives do the same thing. If it's not hollywood and pop culture, it's the universities, public schools, teachers, professors, scientific organizations, feminists, liberals, Clinton, etc.
