I have seen on the net that you can get a cubicle that doesn't need tiling but they seem to be multi function items. Can you buy just a shower cubicle totally enclosed no tiling which doesn't require electric? Who sells these if they exist?

Don't waste your time or money on shower cubicles bought on the net - most of it is very inferior Chinese rubbish. Visit a local specialist bathroom shop, not a DIY shed, and ask. There is a wide range of good quality inexpensive European made shower cubicles available. Novellini, for instance, do all their shower cubicles either plain, with shower, with shower and water jets, or with shower, water jets and steam.

I don't quite understand why you would need electric anything in a shower cubicle but you can buy surrounds from anywhere...Home Depot, Loews, etc. They can be placed over any old shower enclosure and you have an instant new shower enclosure. They are usually quite inexpensive...in fact cheap.
