The vertical wheel along with the guard won't slide along the shaft that will then allow me to adjust the propelled speed...I lubricated it and even banged on it with a hammer...there seems to be nothing obtructing it..it just seems frozen...what do I need to do?

very difficult to answer this question as briggs is an engine manufacturer and does not make the equipment, which the transmission is part of try, re-asking the question with the make and model number of the mower and i will try to answer it for you. every make and model is different

Put liberal amounts of wd-40 on it and let it soak for a day or so. Gentle tapping with a hammer might be ok but carefully.
