Because it is Shonen manga. Shonen is aimed at teen boys. I think that there should be more though... I'd probally like it better. But then again, I think that they will have some in the end. Just to clairify any pairing opinions.

Naruto is a kids show and kids ae more interested in action and adventure than romance and they want the best ratings. Also most of the main characters are like 12-14 so they would just have a bunch of puppy love. Which is probably why their is only minor flirting and crushing but not a lot of huge romance. :(

Even though people of all ages watch the show/read the manga, I think it's mainly aimed at young boys, ones who will buy trading card games, toys, video games, and other merchandise. Changing the storyline to include more romance and less pages full of action would probably result in utter chaos, and I'm sure Kishimoto/the folks at Jump/Studio Pierrot already have enough complaints on their hands.

It's shonen. For boys.

Shojo is for girls I think. Go and watch Ouran High School Host Club. It's all about romance

It is a shonen type show. In other words, it is a manga aimed mainly for boys. That is why it only has action and lots of fights.
