What is loneliness to you? Is it being alone? or the fear of being alone? The gauge would have to be between your need for company and your need for solitude. It could be based on amount of time needed, or number of people. If you truly feel lonely you need to get out into society and take risks in meeting people. You will be rejected and you will also reject. And eventually, with practice and growth, you will succeed.

why would you want to gauge loneliness why don't you start focussing on making friends, then you can gauge your popularity. I think if you start to measure how lonely you are you are giving energy to a negative state of mind and hence opening the doors to the possibility for more of it. I would put lonliness out of your mind and start visualizing yourself surrounded by loving, supportive, caring people and then be one yourself (which you probably already are). Lonliness is when you can't be alone with yourself and your thoughts because you can't resolve past or present problems, issues.
Other than that, you can be lonely for a certain person or place but real lonliness can be solved in a multitude of ways, beginning with believing in something much larger, (God) than yourself and humans. Once your get God, you can deal with little bouts of lonliness by keeping occupied by learning something new/ helping others/ working at home or in your community/ making something for fun!

that depends on the person I think, I lived alone for a year and a half and at first it kinda sucked, then I loved it and didn't know how I was going to deal with living with someone else.
