The Patriot Act does not outlaw anything. Therefore, NO ONE is jailed as a result of the act. What the Patriot Act does is define how the government can collect information for National Security purposes. That information can't be used as evidence in normal criminal trials unless the methods of collection would have been permitted had the Patriot Act never existed.
