Someone I know has had a fall and has a large egg shaped bump in between his eye and eyebrow and it is not going down with ice.

And it is forcing his left eye to be much smaller than his other one.

swelling is a natural result of trauma, so having that swelling is a natural thing. Of course it would make the eye opening appear smaller, it is. The severity of the swelling is in direct relation to the severity of the trauma and ice will help with time but it could take considerable time. As long as he can see with the affected eye, it's probably ok. I would continue applying ice for twenty minutes every hour for the rest of the day at least. It may also help to take 400 mg of Ibuprofen for the discomfort and to assist in managing the swelling.

Any blow to the head potentially requires medical follow-up (i.e. get thyself to the ER).
If there are signs of confusion, differences in pupil size, loss of consciousness when the blow to the head happened, a feeling of drowsiness or needing to go to sleep, difficulty or alteration in speech, problems with movement, deep/dull headache it could be an indication of concussion.
Even a "mild" concussion needs to be monitored. It is an injury to the brain.
You could also be dealing with a facial fracture, or a simple but large bruise that will take its own time to resolve.
It would be best to have this condition (whatever it may be) checked as soon as possible.

His left eye is closing more or his pupil is smaller than the other one.
It could take hours or days for a hematoma (the egg shaped knot) to go down.
If he lost consciousness with the fall or if one pupil is constricted and the other isn't, take him to the hospital or call 911.

Do what I would if I am faced with a medical injury I cannot deal with using first aid: get the injured guy into a car (slowly and gently), and take them to the closest ER.

Bring him to a doctor. He needs to make sure it is nothing serious. Especially if its near his eye. You dont want to risk the possiblility of blindness.

sounds like someone should drive him to the ER to have it checked. He may also have a slight concusion. the cost of your friend's health surely outweighs a trip to the ER. get him checked.
