okay i understand its because he wasn't finished
but lets add another question
if you were creating an artificial child like man, would YOU give him scissor hands? why give him hands at all instead of hands made out of sharp objects

OK, let me get this straight. You're asking for a logical and rational explanation about a specific trait of a fictional character, a fictional character created by a mad scientist, in a movie that is clearly a fantasy.

I think you may be thinking about this a little too much.

im not sure anyone will ever know the true answer to this question, but here is what i think...

the creator wanted to give edward hands, but decided to make those last for some reason. he didnt want to leave him with anything there, so he gave him scissors for hands. they were probably the closest thing to hands he could think of to put at the end of his arms.

Heya!!

The Inventor made Edward from a machine he had in his mansion that cut stuff up (when edward is in pegg's house and looks back in time and the inventor holds a heart shaped biscuit up to the machine - that is him)

He transformed him from a machine to a human in stages, and died before he managed to complete all the stages.

You know this because when the inventor is telling Edward about etiquette ( again when he looks into the past) a book flicks through all the stages, and you see how he would have looked if he was finished!

I hope this helps!! I LOVE EDWARD!! he he he

Because that old inventor created him in the castle/mansion and he had a pair of hands he was going to give him, but then the inventor died so Edward never got a chance to have hands.

The scientist who created him died before he could replace the scissor hands with the "human" hands he created later.

Because his creator had a heart attack before he attached Edwards hands.
