If the starter is hot, then it's getting juice. That rules out the solenoid.
That leaves a couple of options. The first is that it's in the starter itself. It could be bad. It could be that the starter gear is jammed on the flywheel, but not likely.
Next, if you have a 4cycle engine, it could be that the valves need adjusting and the starter isn't strong enough to overcome the increased compression. I saw where someone else suggested pulling the plugs and trying to engage the starter. That's a good place to start.
If it turns over, then you might as well take it to the shop.
Lastly, and I hate to even suggest this, but it could be that your engine is seized up. If you can't turn the flywheel by hand with the plugs out, then something's bad wrong with it.

Stewpid may have given you part of the story but not all. If you can turn it over by hand and water pumps out the spark plug holes. that may be the problem. Then you have to find how the water got in and correct the problem. (sank the boat of blown head gasket??) The starter may be OK after it cools down or, it may have fried trying to do the impossible task of turning the engine over. If you can't turn the motor over by hand with the plugs out, then you have a seized motor,(expensive) a lack of oil problem and maybe to starter is fried from trying to turn it over.

All this is assuming you have checked your starter and know it is good, and your battery is good.
One question was you getting a good flow from the water port on the side of your engine's foot? If not then you have overheated your engine (power head) meaning unless you are lucky a blown engine.
Merc.s are bad about the port getting stopped up courtesy of dirt dobbers building their nest in it..
Try turning engine by hand. If you can't could be engine locked up (blown) or lower unit locked up. If you can't turn it by hand try jockeying it back and forth working while working the gear shift to see if lower until is locked up in gear and keeping it in a bind. If it breaks free after you get out of gear it is most likely your lower unit; not your power-head.

Make sure your battery cables Pos & Neg cables are on the correct post.also remove the spark plugs s,ee if you can move the flywheel the bendex can be stuck in the fly wheel turn the flywheel back & forth ?If it turns than the eng not froze up. if not you have issues.

remove the spark plugs and see if you can turn it over by hand. did it go underwater? if it turns easily without the plugs in it, you have a dead starter.
