Remove old stumps from cut- or wind-damaged trees without having to dig. This product aids in the natural decomposition of the wood. Simply drill several holes in the tree trunk, fill with 4 oz. of Revenge and top off with water. 12-16 oz. of Revenge needed per 12-18" stump. 16 oz. bottle. USA made.

Some of these you leave in hole for 6-8 weeks then burn the stump out.

Chemical use on stumps will work, however I believe most people do not want to put chemicals into the ground so close to their homes. Furthermore, if there are other nearby trees, the chemical could have an adverse effect on the roots of those trees.
If you want to use or try chemicals, the other posters have give you enough information.
However, if you want to permanently remove the stump, you can:
1. dig out the "pitcher's mount" so its just the stump
2. call at least 3 or 4 local landscaping business for a quote on stump removal. Some will probably have a flat fee for the size of the stump, some might come to see it.
3. if you can afford the landscaper's fee, they will bring out a piece of equipment that looks like a ditch witch. They can back it straight up to the stump and grind it into mulch. Remove the mulch yourself to save the cost on the landscaper's fee.
This solution does not use chemicals and fixes the problem rather quickly.

Most tree stumps do grow back, at least to some extent. Soft-woods and invasive species like the banana tree usually always grow back. You need to pay someone to grind the stump down or pull it out. Or if it is far enough away from your house, you can set it on fire. They used to sell something called "root rot" in garden stores to get rid of tree stumps, but they don't sell that where I live anymore because of pollution.

Check Home Depot or Lowe's. There's a stump disolver that works but it's a bit slow. Personnally, I'd just call someone to grind it down, which shouldn't be too expensive since the tree has already but cut down. You can also rent grinders at certain tool rental places and they are not hard to operate. Just takes a bit of muscle. Good luck.

There are liquids you can buy at the garden store that are specifically for stump removal. Basically, you pour it on the stump and it biodegrades it really fast. You fill the hole in with dirt, and put grass seed, bark dust, or whatever you want over it.
