Well, normally you don't level dirt for a deck, you slope it so the water falling though it will flow away from the house and you put in foundation holes below the frost line and level the tops of the posts to have a level deck.

Leveling for a deck or patio? Depending how big of an area it may take a rake or a skid steer. Just make sure you have good slope away from your house. If I were you I would lay weed barrier and landscape rock down after you get your footings in if it is a low deck.
