Sohpia I would contact the RSPCA you will have to give your name but if you ask them they will not tell the owner of the dog who reported them. If you leave it the problem will only get worse and the poor dog will suffer even more.
I had the same probllem with my next door neightbour who left her dog outside all the time and it used to have to lay in it;s own mess as theyere was no where else for it to lay. The smell got so bad in my house I reported this who was my friend to the RSPCA however, I also told my friend what I was going to do before IT.
Lost her friendship but at least the dog was a found a new home with a family that looks after him well.

I would approach the neighbor directly but in a non-confrontational way to explain that the dog's barking is disturbing you, and suggest that they find a resolution quickly for the problem. I would also suggest that you might not want to refer to the animal as a "pre-historic rat for a dog."
I don't know what systems are in place where you live, but if that doesn't work then I would call Animal Control on the neighbor to deal with the problem. If the animal is being left out consisently in inclement weather or extreme temperatures, and being chained for an inordinate amount of time, that seems to indicate a level of abuse and/or neglect.

Go to your neighbours and try to convince that they should get a kennel for the dog and tell them that you can't sleep
If they don't do anything, report about this
I had the same situation by the way and my neighbours sold the dog

Report thrm toyour localauthority complaining about the noise at night. If the dog is kept in cruel conditions the rspca would be able to help

call the city and let them know what is going on, and they may send someone over to talk about noise control. You could also call the animal shelter, or an organisation like that, if what your saying is true, because it sounds like the poor thing is being abused.

Regardless of the fact it is keeping you awake, if you feel that they aren't treating it properly contact the RSPCA (or equivalent) and see if they can help the poor thing. If it is re-housed with a caring family...then it solves your problem too.

talk to your neighbours or keep a diary of noise and time then report it to the proper authoriey/council or police because it's a noise nuisance, then they will deal with it,
