I want to know the name of a species?

Question

It's a cute amphibian, that has stuffed cheeks, small limbs. Some people keep it as a pet, if not mistaken, it develops lungs when it comes out of water.

I don't think it is a mud skipper, anyway, it looks something like this:

I think you are describing a mudskipper (actually a fish), one of the common pet species is Periophthalmus argentilineatus. Here's a link.

Additional info: O.K, from your drawing it looks like a salamander. Tiger Salamanders are popular in the pet trade, they start off aquatic and then morph into land dwellers. Here's a link on them and axolotls
