When you turned it on did the outside unit (condenser) turn on? Did the blower on the furnace turn on?

It could be that you were hearing the refrigerant flowing through the evaporator coil in the furnace. It can sound like water. If that is the case the problem is probably with the furnace blower or the relay.

Is their water in your furnace? IS your cooling system Refrigration or is it A gas fire water chiller?
I am assuming that you have A Arkla servill Water chiller.
That means that you have A water coil on top of the Furnace
Air Unit. You will have to replace the water coil. and thats about 3000.00 dollars! Call A REPUTABLE SERVICE COMPANY. If you are in the SOCAL area the only arkla servill Techs are WITH THERMAL COMFORT SYSTEMS . 818 -705-4060

From what little information you've provided, I read that your indoor blower motor is not running. The motor capacitor may have failed, or the motor itself is dead. If you know how to test and change these components, try the cap first.

If you don't know how to do this work, contact a reputable air conditioning & heating company and have them inspect the unit.

sometimes the condensation line can be clogged,if this happens water backs into and area where a motor is turning,if it can't turn fast enough it won't completely start up,if you're not sure, call a pro, don't make it worse

Water running is the sound that a/c makes when they are short of freon. Is the unit outside running? how long ago did you turn it on.
