in the Uk the smoking law states anyone under the age of 16 can not purchase cigarettes but is it legal to smoke under the age of 16.

It is not illegal for people under 16 to buy or smoke cigarettes - it is merely illegal for them to be SOLD cigarettes, i.e. the shop is breaking the law to sell them. The age is set to rise to 18 in October.
