Three possible options:
1. If you desire to continue to live in the same house, be fully prepared for a bigger flood--standby with a boat, prepare sandbags, stock with emergency 2 wks food supply, get heavy tools like axe or hammer ready in case you are trapped on upper floor. Ensure availability of a few life-jackets for those who can't swim.
2. Move house to a more ideal location not prone to flooding. Study the gradient, proximity of creeks, rivers,etc
3. Rent a place while the govt is sorting out in rebuilding the current town badly affected by previous flood/s

i will be fine, i will stay where i am. living on the side of hill, above a river. Safe as.
Been houses where i am for centuries. Let those who want a nice riverside house pay the price. The biggest problems is the general lack of insurance, everyone preferred to spentd it on sky tv, booze and tabs. Live and learn.
It is the council fault for allowing planning permission, farmers fault for adding drainage to fields, speeding up run off. housing companies cram houses in with small gardens, so the rain has no where to go, but straight into the rivers.

Don't sweat it. These floods have been going on for millions of years. We modern Americans just begin noticing it when the first pioneers began settling on Indian lands along the river beds because this was where the best soil was. They had a saying, "I'm going to strike out for the tall timber." The tall timber was on the best soil, the bottom lands.
