since it's been going on for as long as children have been around, i hate to say it....but....yes

It has been here to stay for several thousand years. There is nothing wrong with it. Men in their 20's were marrying girls as young as 11 only 100 years ago. Once again, there is nothing wrong with it. It should be legalized and should not be a problem.
