Bribe taken or offered by/to a public servant is an offence punishable under the Prevention of Corruption Act1988 which no doubt has to be condemned. Now what actually offered as bribe to any public servant to get some favor & receipt of this bribe by the public servant to do the favor in such a case both the person are equally wrong & hence can face trial under the said provisions, here the offence committed by both have to be give equal importance & punished accordingly if found guilty.

One bribes others, only when the others accept it. Nobody forces to accept bribe. Its only when paying bribe is being made an accepted system of doing work by those who accept bribe, that a person is forced to paying bribe. Otherwise who wouldn't like getting his work done without greasing anybody's palms?

Both bribe and lottery are bad. Bribe is worse than lottery.
