It means it was meant to be a suburb of mostly the same style house (like ranch houses) with few churches and very little shopping centers, no town hall or City Hall, no well-manned police or fire department, and no taxes for themselves. Usually just for the workers of some large company in a nearby town or city.

It means it is connected to the larger city, as a suburb. Like a bedroom is connected to the house, but is not the 'main' room.
