Hello, if I'm not mistaken, Norton firewall is part of a complete internet security solution, uninstalling it would mean you cannot have any of the program active. You'll first have to shut down your Norton antivirus, then try uninstalling the firewall portion, if it allows that. You may be forced to uninstall the entire program.
A second scenario may be you don't have administrative privileges on your computer. Since you have given little information, and expect specific answers to vague questions, it's difficult to help you. (no insult intended, this is common in the tech support world).
If you are still having difficulty, restart the PC in safemode, without networking. Not being online, and in safemode, will only allow essential programs to load, then you should be able to uninstall the Norton firewall, or uninstall the entire program (which is generally what I would personally do!) and install AVG from www.grisoft.com, & allow Windows firewall to take over... this, I assume is what you want. I would not recommend operating without a firewall, or antivirus solution. If you're having problems with a specific program, go to the firewall settings and allow that program, rather than shutting down or deleting the firewall!
Personally, I have not used Norton in a long time, I disliked their antivirus programs from back in 1999, when I had several viruses on my pc, unbeknownst to Norton! I installed PC Cillin, (from www.trendmicro.com) and used their programs faithfully until just this last year. I currently use AVG antivirus, it's one of the best out there, updates daily (very important to allow that!), and is FREE for individual users, but businesses must pay! Trend micro is a pay service, yearly, but I dare say is the best available! Again, www.grisoft.com

Go to Add/Remove Programs in the control panel, and remove anything Norton or Symantec. Then go to C:\program files and delete any Norton or Symantec folder. You can also try the tool here: http://www.majorgeeks.com/download.php?det=4749

The less complicated way is a software removal tool off the net,but all the answers given are just as valid,so it is really a matter of choice.

To remove norton completly go to norton website and download auto removal tool.

FirstShut down Norton (right click on the icon).
Disconnect from the net (Live update will give you issues).
Then remove Norton .

u wud hav 2 get another firewall or program, if want a new better program, go on the internet and quick download a crappy like firewall, wen installing, say replace current firewall wen it asks u, and bang, u can then replace that 1 with watevr u want, or get a better firewall in the 1st place

It is time to get a second opinion from the Dr. What muti to give this one. Try Bitdefender this is really a good anti virus program.
