Ted Levine. wlucynsky is right he did play the part of Buffalo Bill in silence of the lambs. As soon as I heard his voice on that CB in Joyride I knew it was him. He has a very distinct and scary voice. Like in Silence of the lambs when he had that girl held hostage and Said, "It puts the F*%$ing lotion in the basket." As soon as I heard him saying, "CANDYCANE" over the radio, there was no mistaking that freaky voice.
He also played the father who was burned alive in the remake of The hills have eyes.

That was a GREAT movie!!
He sounds a little like Sam Elliot to me. I don't remember seeing a name in the credits, though. Have to make an effort to look next time.
