How much does it cost? 0$ because it is against the law. Do not be stupid, they are wild animals for a reason and they are not made to be pets.
Forget the fact that you do not have the ability, money or resources to take care of a tiger or wild dog. Forget the fact that both are extremely endangered. Forget the fact that both could kill you. Forget the fact that it is people like you who want something because it is cool that cause such horrid problems for not only captive animals but their wild brothers and sisters as well.
Just forget it... forget it all and go get a DOMESTIC animal if you want a pet.
Sorry for ranting but questions like these piss me off to no end.

Since they are an endangered animal, yes it is a federal crime to house and sell African Wild Dogs. And seriously why would you want to own a wild animal? It is not fun, it is not cool, it is CRUEL. Yes for most wild animals you do have to have a license and basically be a nature preserve, the animal would have to be properly housed and in as natural of setting is possible, it is not an easy process if you think it is. But that is for normal wild animals, not endangered wild animals. I would never condone owning a wild animal. Edit- If they are selling them in NY, they are doing it through the black market, and are in turn breaking federal law.

Both are wild animals, not pets. Wild animals kept as pets almost alway do poorly, and I assume since you have no idea on prices that you probably don't have a lot of knowledge regarding the needs of such animals. You will likely not be able to get a permit to own, and that's a good thing!

Just your description of a wild dog alone, tells me you are not trained or capable to own one. It is illegal to own wild animals as pets. If you really care about these wild animals, why not make an effort to protect their habitat in the wild so that they will remain on the planet, not in a cage in your yard.

Ok, first of all, as much as everyone would like to own one of these, they are not pets. Generally in order to get one of these you have to get a baby. Babies often live with their mothers, and often times the mother will fight for her life for the baby. So mothers are often killed to obtain the baby. So maybe you should rethink that.
