My husband put in a flasher and replaced the fuses, the bulbs are all good. The tail lights work, he just can't fiqure it out!

If the fuses did not blow out after you replaced it and the bulbs are new, then it's most likely the turn signal switch.

Try another flasher, check the fuses, it could be the turn signal switch.

Do the emergency flashers work?
Do they turn on but not blink? The turn signals I mean?
Or do they do nothing?

Did he replace the turn signal relay switch?

You probably need a new turn signal switch.
