say if we invented a machine that could make a gust of wind as fast as the speed of light could you blow the light away, examples a laser beam could you make it turn or something?

If I had a nickle for every question about what would happen if something went the speed of light... Fortunately, your question doesn't specifically depend on this impossibility. I'm not sure if the transverse velocity of a transparent medium effects the refractive deflection angle. However, there are acousto-optic scanners that will allow you to control the deflection of a laser beam using an radio frequency electrical signal. Maybe that's what you're really interested in.

The light does not propagate by using mediums. The mediums however do influence the speed of light hence we have a refraction phenomenon, movement of mediums on the other does not. Once you enter the relativistic domain things get a bit trickier since every atom that moves approaching the speed of light has an impressive mass. Mass spells warping of space and that can 'bend' light as it follows the curve of space. Also space does not warp instantaneously...

Yes, light would get "blown" away if you could exert enough force on it.
