Yes, if the marks you refer to are Deutsche Marks and the bank is Deutsche Bundesbank.

I m sure you can exchange any marks in the banks in Germany. But if you mean Dmark, they are not used in Germany anymore. The currency is euro nowadays. But sure if you have marks they can be exchanged in any bank in Germany.
