Most women's breasts are not even. It is also very possible that they will balance out more once you are fully developed.
However, there is one little trick you could try. Stand in a door frame or by something that you can push against with one arm. Using the arm ON THE SIDE OF THE SMALLER BREAST, extend your arm in front of you with the palm facing inward. Push on the frame toward your body being careful to use your chest muscles to do the work (not the arm muscles). You should be able to feel the chest muscles tightening if you are doing it correctly.
To involve all the chest muscles do this in 3 positions...with your hand at eye level, straight out, and below the belly button. Do it about 10 times in each position. If you do this every day, you should see a difference within a few weeks.
What you are doing is building up the chest muscles underneath the breast. This will push the breast out and make it appear larger.

You're only 16, your breasts are still growing. My guess is that they'll grow till both are roughly the same size. It's normal to have breasts that are not the exact same size.
My cousin had the same problem when she was in her teens. When she was about 14-15, she had one developed breast and one that was still flat. Yes, she went through a lot of teasing until she learnt to overcame this by stuffing pads into the flat side of her bra. Now she's 30 and she seems to have 2 boobs, I know this 'cos I've seen her breastfeed her baby.

A slight difference in breast size is normal. If there is a large difference, then I would suggest talking to your doctor about it. They will will refer you to a plastic surgeon if they feel the size difference is large enough. Then your only option is whether you want a reduction on the larger breast or an implant on the smaller one.

This is so normal and common.
I was different sized until I got a breast reduction at age 32.
Either put inserts in the smaller breast, or get an implant in the smaller breast or a reduction in the larger breast.

(also can improve uneven breasts)

There is not a woman alive who has two equal breasts. Except those that have them surgically changed. You have nothing to worry about.

i have heard of this. ur 16 maybe they will even out. if they dont maybe you can have a surgery to even them if there is a Huge difference. I mean are you talking a cup size? if not do not worry no one will notice but you

You never heard?.....all women have a breast smaller then the other. Make sure you wear a good supporting bra and all will be fine.
