Southampton University is probably closest to Chandler's Ford, however if you include Radio telescopes then Chilbolton Down between Winchester and Andover a government funded meteorological observatory may also be of interest. Southampton University has an outreach programa and may have a local observatory, I was unable to track it down but saw pictures of it. There is also Southampton Astronomical society - see link for details. If you have links with IBM labs in Hursley they have their own Astronomy society.
