In WLM, click on the Help TAB and read the whole thing.

Hint: There is a check box that turns it off.

If you mean the things flashing orange in your task bar, you can't make it stop flashing until you have clicked on it and opened the window. In XP any application in the task bar may flash orange when it's trying to tell you something (e.g. when an error has occured, there are updates, a process has finished, etc...). I do think there is some way to turn this off, but sory I don't know how.

My fool-proof method that has never failed:
Turn off Msn live Messenger.

After doing that, it does not flash anymore.
