You can use the Files and Settings Transfer Wizard assuming you are using XP. Here are a few articles on the subject.

I take it you are working with one computer and not two. Get a copy of Ghost by Symantec it is the easiest way to move from one hard drive to another in the same machine.
If you have two machines use an Ethernet cable and windows user and file setting transfer wizard. It will transfer files but you still need to reinstall specialty software.
Ethernet cable need to be a cross over if your going from machine to machine or two standard cables if you use a switch or a hub. Good Luck

Without knowing if you are just replacing a hard drive or bought a new PC:

"transfer ALL files from one Hard Drive to another" - bad idea. Hard disk image files, like from Norton Ghost, won't work if the hardware, other than the hard drive, changes.

Back up all "personal data" from your old PC (copy to CD / DVD / external hard drive) then Copy & Paste to the new PC.

Re-install all your favourite programs from the original CDs, or download them, to the new PC.
