It is not a question of belief. It is a spiritual law like law of gravitation. As per Gita, rebirth is inevitable for all beings exept in the case of rare souls who have attained liberation from samsara or maya. But only in rare cases, the memory of the previous birth is reained by the individual. So it is perfectly possible in the case of Kalpana Chawla or other similar stories.

No one knows the real truth of this news paper story.
But it does not mean that rebirths do not take place.
They do.
Generally a soul if it takes another birth, forgets every thing about its previous birth.
However there are cases where a few souls appeared to have recollected all the relevant details of its previous births.
Scientists who deal in para psychology have studied these cases very carefully and were baffled initially.
It is now an accepted notion among a sizable number of such scientists that such a thing is indeed possible.
It is generally believed that those who met their death in a violent manner, are more likely to take a rebirth immediately.
These are the souls, who remember their past birth very vividly.
There are several authentic books in English on this subject.

In Hindu Philosophy or rather belief every human being has rebirth or continuous births and deaths.
In Bagavat Gita, lord Krishna tells Arjuna that ' you and i have come in so many births which you do not know but I know". He further says that "The soul leaves the body which is like a garment which got spoiled and is to be thrown away and the soul gets another garment somewhere else , to lead another life and lives for ever unlike the body which is destroyed after the use for which it was created". "Which ever life goes from me comes back to me after its use is over."
So it could be possible that she was born again but it need not be in human form, it can even be a bird, lion, dog or monkey.

we fear what we cannot understand . so we resort to denying certain things and asserting that "it is not possible or it cannot happen" ..it is human psychology to deny things that cannot be explained by the normal human mind and the material science. rebirth was understood by the ancient sages of india who were far more advanced scientists who studied nature and the laws of nature also understood and went beyond body/mind through meditation. which is spiritual science. even today there are yogies who understand this .
some people remember their pastlives ....mostly children....especially those who had painful deaths.....though not all.. like all the memories our mind carries memories of different lives in the subconcious ..its mostly through meditation one can conciously reach those depths.....

Because the bible was written depicting true events by various different people not just one person who has written a fiction book. It is easy to tell the difference for example in a bookshop (or ebay) Sherlock Holmes would be in fiction category, the bible is in non-fiction.
