A typical Bunsen burner has a single cone of flame. The wing tip (fish tail) changes the shape to a wide narrow flame which covers a greater area for the amount of fuel used. This is called spreading the flame.

This modification of the flame shape makes it easier to evenly distribute the heat of the flame to soften the glass without having any hot spots where the glass would be very much softer and less controllable during the bending.

To spread the heat out - if you heat up glass in one spot, it will probably shatter. Spreading the heat out softens it so you can bend it properly.
