Is it on the bottom side of the head? If so, that's the frenulum. Almost all uncircumcised guys have it (it prevents the foreskin from sliding too far back, just as the frenulum under the lips and tongue do) but some doctors leave it there after circumcision. It's supposed to add sensation.

Other than that, you don't mention if he has a problem with it. The only other things I can imagine are a skin bridge or meatal stenosis, two of the risks run into with circumcision. If you suspect that, you'd have to have him checked out. Otherwise, if it's the above, it's normal.

What you describe could be one of two things. If it's located on the bottom of his penis then it could be the frenulum (link 1). If it's the remains of his frenulum he's fairly fortunate, as this is a very sensitive part of the body that's often removed in many circumcisions.

If it doesn't look like it's the frenulum then it's probably a skin bridge, an uncommon complication of infant or child circumcisions (links 2, 3 - warning, graphic pics). Note that link 2 says skin bridges are "extremely rare" but that's a lie, as skin bridges are one of the most common complications of circumcision after excessive bleeding and infection.

If it is a skin bridge, take your son to the doctor as soon as possible to get it corrected; very minor surgery is probably required. Sometimes skin bridges can make the skin on the penis tight and can cause painful erections later in life. Plus it tends to be rather unsightly.

It sounds like his frenulum wasn't removed during his circumcision. It's a small piece of skin that is designed to keep the foreskin in place sometimes it is totally removed as part of the circumcision but sometimes it is left. Either way it doesn't usually present a problem but if it is you should get it checked out. If he need to have it removed it is a very minor procedure and can usually be carried out in the doctors room with a local anaesthetic.

As many people have mentioned, if it is underneath, it is the frenulum. There is no reason to remove it, just like there was no reason to remove your son's foreskin either, but that didn't stop you. Or maybe you were fooled into thinking that this is normal. It's not, it's mutilation. If it is anywhere else on the head of his penis, it's called an adhesion. It's the result of the mucus membrane (yes the head is a mucus membrane like the inside of your mouth) that healed to what was left of the foreskin. This was caused by not taking care of the skin after it was cut. Such as not pulling it back to clean it. If people learned simple hygiene, than circumcision would be obliterated. But we don't offer parenting classes either. At least you are trying to learn about the situation. Good luck

Maybe you should have thought about the problems you would have had by having yours sons penis butchered without his OK. There is no reason to remove a perfectly good piece of his genitals.

What next remove his appendix in case he has a problem one day? Maybe take his tonsils out in case he gets and infections with them.
Did you get your daughters vaginal lips removed when she was a baby to make them look better? sure it will make sex worse for her when she gets older but so does removing your sons foreskin.
Maybe you should also get him to dye his hair so he looks the same as everybody else?

80% of the worlds men are still natural/normal/uncircumsised and nearly all have no problem with it unlike cut men who do have problems like lack of sensitivity, large scar on their penis and not to mention all the ones who have infections/problems from the operation itself.

I believe that's normal. Hard to say without an actual photo, but I think that's normal. If you are concerned....you should go to the doctor and have it checked out.
