I have a laptop that is missing two keys are you able to replace the keys or do you need a whole new keyboard?

Im not aware that you can buy keys, but often Ebay has the whole keyboard, often at very decent prices...

Probably not. But the good news is that replacement keyboards are fairly cheap, and if you are mechanically inclined, easy enough to replace.

got two suggestion for you...first if you happen to know a place where you can buy a second hand store for laptop you can ask them if they have youur missing keys...but if your not lucky...then you need to replace the whole keyboard.
