It's not really a case where one brand is better than the other- it's that particular models of processors are better than others.
Depending upon how much you're spending, either AMD or Intel could be best in that price range. AMD's Athlon X2 4200+ is much better than Intel's Pentium-D 925, but less powerful than Intel's Core 2 Duo E6400. The AMD X2 6000+ is faster still, but slower than Intel's E6700.
The most important component for a gaming machine will be your video card. Don't buy a superfast processor and then get stuck with a cheap video card- the system is only as fast as the slowest link in the chain. I'd recommend getting at least a $200 video card like the Radeon X1950XT, The cards below that are substantially less powerful.
If you're looking at DirectX10 cards, don't waste money on a GeForce 8500 or 8600- spend a little more and get the 8800GTS 320mb- again, there's a huge performance difference between the excellent 8800 series and the budget cards. See the 2nd link below for best buys in various price ranges...

I Definitly Recomend an AMD Athlon 64 2x (Dual Core) Processor. Get a Nice Socket AM2 MotherBoard, with PCI-Express, DDR2 Support, and SLI Support.
For a Gaming PC, you will want a 500W or higher Power Supply, and a Very Good PCI-Express Video Card. And if you want the FASTEST Hard Drive response time, I recomend a Western Digital Raptor Hard Drive!!!! :D I have one, and BOY, does it FLY!! :D
You will want atleast 1GB of RAM: I recomend 2GB entry level for a Gaming PC. You will also want a Case that has a 'Blow Hole' at the Top, and Plenty of Cooling!!!! >:)
You may also want to get a Joystick, or Gaming pad. If you don't need a Monitor, then this will save you alot of Money!! :)
A Gaming PC does NOT have to Cost over $1,000....
I built My Gaming PC for around $800!! :D

If you want to build a super fast computer, with the latest technology, use Intel (specifically the D975XBX2 motherboard) which has support for their quad-core processors (QX6700 or QX6800) with some pretty impressive specs. AMD is good, but Intel is currently cornering the market on quad-core processors.

They both perform very well. The only drawback with AMD is that you must make sure to keep it cool 100% of the time or you'll risk permanent damage to your processor. Intels usually just freeze when overheated and tend to normalize at normal temperatures. If you're building from scratch I suggest you save a little extra money and get yourself a motherboard that supports two CPU's. You'll love the difference.

Right now, you should probably go with the Core 2 Duo Extreme running at 2.9ghz, slap a Geforce 8800 GTS GPU, and get some nice OCZ memory for whatever your memory speed is. An SLI board might be nice in case you want to slap another card in when DirectX10 roles around.

AMD 64 Bit and Intel Core 2 duo are almost same but AMD generates a lot of heat. For gaming you should get a AGP card of high configueration.
