If you really like her, follow her closely WITHOUT HER KNOWLEDGE. Then make sure she doesn't have any BFs. If she does have BF then it's upto you. If you still like her, again follow her. This time you try to go across her or try to catch her attention. Do this for some days and even she might come and ask you. If she doesn't you can go to her and tell her that she's beautiful. She'll be stunned or taken aback. But she knows a bit about you as you have grabbed her attention a good number of times.... So she might say I've seen you or something like that. Then you introduce urself and then ask her name in exchange ;)

if you donot propose , you loose her
but if you take courage and propose directly you have chance of affirmation. even if she denies your mind will be settled for this issue
better approach her in steps
first ensure she is noticing you.
then she will may ready to talk
then ask her for coffee and ther you can propose.
another way is to be blunt and get straight refusal . but you will repent so step by step winn the race and reach the top

start with a smile...than aftr few days introduce your self to her ...start with small talks and when you feel she is comfortable with you,,ask her for a date
