Yes as long as he does not have low self esteem that he ends up damaging his potential. He can be confident in certain areas but it might take him a while to start talking around people.

Of course, in the job or school or around people he knows he could be very confident but still shy around people he doesn't know or at least not well.

The shy guys are usually the ones the women are attracted too. Why I don't know but I guess they look less threatening.
