If you are over 21 and driving your own boat, for non-commercial reasons... then no, you do not need any sort of license .. But remember, the boat needs to be registered and you need to have a life jacket on board for every passenger.
If you are driving for commercial reasons (taking people out to fish, etc.) or you have a big *** boat (I don't know the official size cut-off) you need a Captain license.

To operate a vessel powered by a motor of 10 horsepower or greater (including
PWCs), a person 21 years of age or younger must have completed a boater
education course approved by the National Association of State Boating Law
