YES! You can try Fulbright scholarships. But this depends on the country you are in or your country has special relations with USA.

be realistic also. Do you have excellent grades and good academic references? coz it's highly competitive

University education in the U.S. is not free even for U.S. residents. Your best bet would be applying to your own government for any financial aid they may offer students to study abroad.
