Yes you can play on a free server. They are hosted by other people on their computers so it is subject to down times often. The other thing is a matter of legal issues. But there are many people playing on the free servers so I guess iit is not all that bad.

A list of many free servers for WoW. (note: I do not play on any so it will be up to you to find what you want)

The best way would be to join a World of Warcraft private server. These are user run servers that you can play without a monthly fee, but it's extremely difficult to find one with more than 20 or so players on it at a time.

It is done in the Netherlands, I'm not sure about the US, haven't heard of any here. But... it can be done. You just have to host the game yourself, and you are the GM. There are no patches from Blizzard, and no game support. It kinda spoils the fun and marginal challenge of the game though. Well you could also be illegal about it and swipe a bunch of game cards from BestBuy/Wal-Mart wherever... but I highly don't suggest that.
