can i use my ati rage 128 pro video card and video cam as webcam?

The video card should be OK. There are a lot better one's out there, but since it's only for a webcam it will work appropriately.

However, the question is your video camera. You must have at least a USB hookup. If your camera is able to tape and transmit the data to your computer at the same time, then you have a go! However, many video cameras will not allow you to transmit live video.
